Why do plumbers charge so much for a water heater replacement?
It looks like a simple swap. The parts are cheap next to the total price. What costs money is everything around the tank.
A licensed plumber shuts off the water, the gas, or the power. Then the old tank gets drained and carried out. The new unit gets set, strapped, connected, and vented. We also check the safety parts: the relief line, the drain pan, and the earthquake straps. All of it has to meet current code. Then the job gets fired up and run through a full heat cycle. Last, the permit gets closed out with an inspection.
None of that is optional on a real job. Skipping the strapping or the permit makes a quote look cheaper. It also leaves a problem for the next home sale.
What actually moves the price on your job?
Five things move the price. None of them show up on a national size chart.
Tank size and fuel. Gas and electric units price differently. The gallon rating sets the base cost, shown in the table above.
The shutoff valve and connectors behind the old tank. In an older house, the shutoff is often the original one, and it may not fully close. The flex connectors and the cold inlet get checked while the tank is out. That is the cheap moment to deal with them.
Garage versus interior closet. An open garage install with a straight vent run is the easy version. A tight closet with a fixed vent route takes longer and costs more. The new unit has to match what is already there.
The city permit and its inspection. This is covered below. It differs by city in this service area.
Code items on every job. Expansion control, seismic strapping, and drain pan work all ride along with every replacement. This is not an upsell. It is part of doing the job right.
Is the permit already included in the price?
It should be. It is worth asking directly if a quote does not say so.
Concord's older housing stock sits under the city's own rule, Information Bulletin IB-022. It lists a water heater as needing a plumbing permit for a replacement, not only for a brand new install. There is no exemption for a like-for-like swap. That permit and its inspection are a real cost item. A quote that leaves them out is not actually the cheaper quote.
Oakley's over-the-counter permit process works differently. The city's Building Division issues a water heater permit the same day, with no plans required. But inspections must be requested by 4 pm the day before. The office is also closed the first and third Friday of each month. That changes scheduling more than it changes cost.
